In 1999, the Transportation Research Board convened a meeting to discuss older road user issues. Many research and implementation ideas were generated at that conference, though not all of them fell within the National Highway Traffic Safety Administration's (NHTSA's) mission. In order to identify which research investigations NHTSA should pursue in the coming years, a contract was let to the Center for Applied Research. Under this contract, they conducted a literature review and convened an expert panel meeting to identify which of the research and implementation ideas could be pursued by NHTSA, and how much each investigation would cost. Research problem statements were generated for each topic that was identified as a priority. This report contains a summary of the activities conducted under this contract, as well as the research problem statements.
