Samenvatting
Vulnerable user groups must be able to reach facilities on district level as a guarantee for environmental quality. Combination of these normative elements with goals about spatial structure and about stimulation of pedestrian, cyclist and public transport gives sight on a simultaneous renewal of the town planning and traffic planning instruments.
