The first part of the report is the same as B 22170. The second part is designed as a replication to test the hypotheses derived from the first part. An accident is conceived as an observable result of a man-environment interaction. An accident is supposed to be preceded always by a hazardous situation, while on the other hand a hazardous situation does not need to result always in an accident. Analysis of accident data can lead to understanding their etiology and the role of various personal and environmental factors.
