This paper was presented at the `Recent achievements and developments in maintenance and construction outsourcing' session. This project entails the development of a regulation under the Municipal Act that establishes minimum maintenance standards for municipal highways. The intent of the regulation is to clarify what constitutes a minimum maintenance practice in some key areas of municipal highway maintenance thereby reducing the need to apply to the courts for a decision about what constitute a reasonable state of repair. The paper documents the objectives of the project, project organization, methodology, and provides an overview of the findings of the research into highway classification and outcome-based standard setting. It also documents the development of the highway classification system and the draft standards. (A)
