Development of the Flemish Road Safety monitor. Improving road safety requires a detailed understanding of current road safety issues and a comprehensive view on the impact of policy measures on traffic safety. The analysis of different types of data provides valuable information and supports the assessment of policy measures. The data, however, are fragmented and managed by different stakeholders, often at different policy levels. By harmonizing data of heterogeneous origin in a consistent set of road safety indicators, the influencing factors can be better understood, and a more proactive policy can help reduce the risks associated with road safety. For this purpose the resulting indicator set should not only consist of accident statistics, but include a balanced mix of context, performance and outcome indicators. Work Package 1 of the Policy Research Centre for Traffic Safety aims to publish a consistent and coherent set of safety indicators through the development of a Road Safety Monitor. The Road Safety Monitor has three main functions: firstly, by publishing context and impact indicators it provides insight into the state of road safety and the driving forces of spatial conditions that possibly affect the state. Secondly, the monitor is a tool aimed at evaluating policy objectives and assessing the effectiveness and efficiency of policy measures taken to improve road safety. Finally, the monitor should also be considered as a communication tool to report the progress of road safety programs to policy officers and specific target groups. In this report it is described how the road safety monitor has been developed from a technical perspective. In Chapter 1 we look at the possibilities and properties of three different types of platforms that are eligible for building our monitoring system. Based on the characteristics of the selected systems, we make a choice that broadly determines the further design of the Road Safety Monitor. Next, in Chapter 2 a logical design of a system architecture is presented and specifies the major features of the monitoring system. Finally, we elaborate on the physical design that translates the logical model into an operational system. This technical report is primarily intended for application administrators and developers with expertise in the development and management of Geo-ICT systems. The report provides detailed documentation of both the system architecture and the different components that are necessary for the deployment. In addition to this report several presentations took place to present and discuss prototypes of the monitoring platform: * Demo prototype Road Safety Monitor (07/03/2013 and 19/07/2013) for the department MOW, Policy Division Mobility and Road Safety; * and Presentation on the Working Group on Accident Statistics (BIVV 28/05/2013). Based on future research the prototype will be further developed. The research will focus on how the exchange of data and indicators can be enhanced and expanded among various types of stakeholders (government, researchers, civil society…) and how proposed methodologies can be implemented in the monitor.
