Samenvatting
The author tries to make a reasonable case for the observation that mobility is an extensive social problem. An effort to co- ordinate the activities of the organisations and businesses involved is essential. The central government has to take advantage of this cooperation and has to take its responsibility. The development of a decisive and coherent policy is necessary as a guide for the efforts of others.
