High Quality Public Transport (HOV) must assist to limit the extent of transport and traffic problems. To make this possible, a HOV system should not only be fast, comfortable and reliable but also readily available (every 6 minutes) with a stop `round the corner'. This could be achieved by the construction of a system with a high frequency backbone in which traffic flows are combined to a maximum extent, and with frequent `connectors' which would take passengers to all relevant corners with high quality services. With regard to these 'connectors' small-scale, innovative ideas are necessary, in so far possibly based on individual initiative and by private operation. The subsidy for the existing complementary bus transport could eventually used to cover the necessary deficits. In this manner, a HOV system can emerge such that passengers could be attracted and individual initiative encouraged. A contribution to resolve the transport and traffic problem could also be delivered, via the result: a more intensive use of public transport. (A)
