Road traffic management has, potentially, three constituent elements: (1) demand management; (2) operational management; and (3) information management (services). All three elements have a multi-modal dimension, and are interrelated but there is a lack of clarity as to the boundaries between them. This paper is not concerned with infrastructure provision of maintenance although there are clear links with road traffic management. It deals principally with operational management and builds upon previous IHT Position Papers. Topics covered include: route strategies for the trunk road network; urban traffic management and control techniques (UTMC); incident management and detection; ramp metering; controlled motorways; strategic control of the trunk road network and in-vehicle information systems.
