TRB’s second Strategic Highway Research Program (SHRP 2) has released a project brief that summarizes SHRP 2 Capacity project C05: Understanding the Contribution of Operations, Technology, and Design to Meeting Highway Capacity Needs, which developed methodologies that help determine the capacity gain that can be expected from candidate operational improvements relative to the capacity gain that would be provided by constructing an additional lane.
