Current trends in transport indicate that the system is moving away from a sustainable development because of a high mobility growth and a modal shift towards the most polluting modes. These trends are reinforced by several underlying factors, which are mainly of a spatial, institutional, economic and social/psychological nature. Therefore, major changes in technology, in public policy as well as in the behaviour of all stakeholders in society are necessary to make the transport system more compatible with environmental sustainability. At the same time, current transport policies seem unable to entirely solve the problems. This book applies a qualitative scenario approach to assess the options and barriers for achieving a more environmentally sustainable transport system. The following research questions are investigated: (i) Which barriers occur in the current decision-making process toward a sustainable transport system?; (ii) How can this decision-making process be changed in order to achieve sustainable transport policy objectives?; (iii) What does this imply for the role of government?; and (iv) To which extent is the qualitative scenario approach useful for analysing the above questions?
