The institutional, organisational, legal and financial structures and processes operating in a number of European cities were considered and a summary of results is presented here. This paper describes the initial output from the DIRECT project (DG VII) and considers the non-technical issues associated with urban transport data sharing. The overall aim of the DIRECT project, with respect to non-technical issues, is to generate a set of guidelines for organising data sharing structures, relevant to all urban transport actors and applicable to all European cities. Of particular interest are issues of data ownership and acquisition. However, the identification of a diverse range of existing systems and partnerships represents a significant barrier to the development of a single pan-European Transport Data Sharing System (TDSS).
