In 1985, the International Road Federation (IRF) published the pamphlet "A Policy for Road Maintenance". This 1987 pamphlet gives guidance on the practical implementation of the policy outlined in that previous pamphlet. It has been kept as brief as possible for easy reference by anyone who is not an engineer but who needs to understand the problems. It should be of particular use to those in senior positions in Government who are involved in decision making, budgeting and transportation policy. As for the engineers, the bibliography contains a number of references to technical papers on maintenance which should be of use to those actually engaged in the planning, organisation and execution of the work. Subjects discussed include the reform or strengthening of existing maintenance organisations; the proper use of consultants and contractors both local and foreign in the planning and execution of maintenance contracts; the role of maintenance in preserving the safety of road users; the special problems of unpaved roads; the collection and storage of the data required for planning and carrying out maintenance and the updating of such data on a regular basis; the financing of maintenance; the training of staff and workers; and the execution of maintenance work.
