Since february 1990 a ring of 18 toll stations are surrounding the center of Oslo. Toll stations are established on every road leading into or through the city center in order to finance a new road network, estimated at 1.5 million U.S. dollars. Seventy percent of the new road network will be tunnels. Some projects are completed, such as the main project - the Oslo tunnel, opened for traffic january 1990. This tunnel, the Ekeberg tunnel and the Vaalerenga tunnel (opened for traffic in 1987), relieve valuable city areas that have suffered from heavy traffic for too long. Japanese Ministry of Construction and OECD/Road Transport Research Programme held the seminar on "future road transport systems and infrastructures in urban areas" in Chiba, Japan on 4th - 6th June 1991 sponsored by the Japanese organizing committee.
