Samenvatting
This report examines the insecurity of infrastructure. It concentrates on the coherence between three factors: function, design and use of infrastructure. Each one of these factors is discussed. Also examined is a special aspect of the function of infrastructure: the categorization. The categorization is looked at from two points of view: road maintenance authority and the road user. Finally, suggestions are made for further research, which result in giving conditions necessary for drawing up guidelines for road maintenance authority.
