In 1986 the capacity distribution function on 11 freeway and 1 2-lane highway site has been thoroughly measured by the Dutch Ministry of Transportation. The variation between locations and weather conditions underlines the need to estimate the capacity- in advance for on-line control. Capacity estimators e.g. based on time-headway decomposition methods developed by Buckley and Branston, can be studied hereto.
