This report deals with methods to determine the effectiveness of measures, for instance the seat belt legislation. Considerations are given into the methodological aspects of research into the effects of measures. On the basis of this, nine studies are described into the effects of traffic safety concerning the introduction of seat belt legislation and the changing of safety belt wearing following this introduction. The results of these studies lead to various estimates of the effectiveness of seat belt usage, and to the conclusions and recommendations.
