The paper provides a definition of the three types of stress to which a highway network is subject and emphasises the need to identify and define these before arriving at solutions. The principles governing the way in which stress can be measured are discussed in the context of the USA Highway Capacity Manual. The time period over which stress is experienced is addressed through the description of the methodology that was adopted to assist in deciding on the scope and timing of the improvement of an existing highway. The latter part of the paper describes a framework for stress alleviation drawing a distinction between either increasing capacity or improving operational efficiency on the one hand, and attempting to reduce or deflect traffic demand on the other.
