As of this report 32 states and the district of Columbia have enacted mandatory safety belt use laws. Many lives have been saved and injuries avoided as a result of these laws.However, the effects have not been as great as anticipated based on observed belt use rates and the estimated effectiveness of belts in crashes. This project was carried out to examine the overrepresentation of non-users of seat belts in crashes, and to make recommendations for increasing belt-use.
