The Pakenham Bypass is a $242 million, 20km freeway bypass of Officer and Pakenham. It completes a freeway link between Melbourne and the Latrobe Valley. The Pakenham Bypass was one of the first VicRoads projects designated a controlled action under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC), due to the presence of three nationally endangered species, the Dwarf Galaxias fish (DG), Growling Grass frog (GGF), and Matted Flax Lily plant (MFL). Following an extensive environment effects statement (EES) process, VicRoads developed detailed management plans to address the protection of these species during construction and operation of the Bypass. This paper details the environmental planning, design, resourcing, construction and implementation policies and practices developed to manage the complex environmental impacts associated with this project.
