Australia has eight driver licensing jurisdictions (six States and two Territories). Traditionally, Australia has had a two-stage licensing system for novice drivers, comprising a learner permit (allowing supervised driving) and a probationary or provisional licence (allowing solo driving. Relative to graduated licensing (GL) principles, traditional Australian approaches represent a limited application of GL. However, there have been recent moves to extend GL practice. To illustrate, New South Wales is moving to a four-test, three-stage system from 1 July, 2000. Western Australia has new GL proposals before Parliament.
