This is a report on the system devised for counting parked vehicles through the use of image processing. What makes this system distinctive is that it can detect the presence or absence of vehicles by image processing of still pictures, the total number of parked vehicles is estimated statistically from sampling part of the number of parked vehicles, and the estimate is modified based on the number and speed of the vehicles that pass by on the entrance road. The value of this system was confirmed in experiments employing it, which yielded a precision of +/- 6% when the parking lot is more than 60% full and +/- 10% when the lot is less than 60% full.
