The focus of this paper is on "commuter parking" and its relationship to HOV facilities. Following a brief introduction, the problem of "free" commuter parking is discussed, along with the evidence that changing the provision of subsidized parking can have a major impact on commute trip-making. Alternative policy initiatives that are and can be pursued are then presented, followed by a discussion of some of the challenges involved in implementing those policies. This conference was conducted by the Transportation Research Board, National Research Council, Municipality of Metropolitan Seattle and Washington State Department of Transportation in cooperation with the Federal Highway Administration and the Urban Mass Transportation Administration.
