Building and maintaining a regional ATMS project crossing more than 20 local jurisdictions and involving more than 25 local, regional and state agencies requires that the parties participate in a cooperative partnering process. The San Pablo Avenue/I-880 SMART corridor project in California's Alameda and Contra Costa counties involved just these issues and, through the efforts of the Project lead agency staff and the Project consultant team, a partnering process was developed to enable the parties to work together for a common goal, construction, operation and maintenance of the Project, a goal which brings capacity improvements, new information technologies and other benefits to the participants. This paper outlines the Project, its technical elements, its goals, and the governance and legal structures that were developed to make it happen. The Project is the winner of the California Alliance for Advanced Transportation Systems' 2001 Award for Excellence for Best California Partnership.
