This paper considers the demand for passenger transport, with particular reference to the French situation. Private car use is found to reduce with driver age. Public transport in the Ile-de-France region has been analysed and demand elasticities are defined. The areas of responsibility of transport ministries are shown, and policies of other ministries which have an impact on transport demand. With urban transport, when the government had funding problems, public transport fares and fuel prices rose, but this was unacceptable to users.
