Exposure can be defined as the opportunity to have a crash. Literature suggests that driving risk is positively associated with driving exposure (i.e. the more you drive, the more likely it is that you will be involved in an accident). Exposure-based charges are charges that are based on the number and nature of the kilometres driven. Pay-As-You-Drive (PAYD) is a form of exposure based charging from an insurance perspective. This type of variable charging regime provides motorists with a financial incentive to reduce driving levels and/or alter driving behaviour. This paper summarises the different PAYD pilot studies and commercial offerings around the world. The outcomes of these programs and studies are then compared and used as a reference for a future pilot to be conducted by the University of Sydney. This aim of this pilot is to determine the effect on car driver behaviour in Australia as a result of imposing exposure-based charges (PAYD). (a).
