This paper describes pedestrian and cyclist safety in New Zealand and the activities of the former Land Transport Safety Authority (LTSA) towards improving that safety. The paper provides: a background to walking and cycling issues in New Zealand including an indication of the crash problem; a brief coverage of the wider strategic and organisation context within which the LTSA operated; an outline of the government’s Road Safety to 2010 strategy which includes a number of projects that focus on walking and cycling; a detailed discussion of the pedestrian and cyclist best practice standards and guidelines project including the project approach and the specific project components. Finally, the paper briefly discusses the merging of the LTSA into the new entity Land Transport New Zealand with a wider mandate, in order to highlight the new focus and opportunities offered by this change.
