A significant aspect to the impact of urban traffic is the difficulty it causes to pedestrians wishing to cross the road. This difficulty has two components: exposure to risk and delay. The paper begins by defining pedestrian delay and introducing units of measurement. It describes how street surveys were conducted. Predicted equations are presented for the delays observed.
