Like most state road authorities, Transport SA's pavement marking program has historically been entirely time-based. This method of programming, whereby lines are marked yearly or 2-yearly, provides for simple management in terms of operations and budgeting, particularly where this service is outsourced. In the absence of robust performance data, time-based management remained the most appropriate scheduling mechanism. A project carried out by Transport SA over the past 3 years has provided performance data which challenges conventional thinking, and proposes an end product, performance based approach. A pilot program carried out by TSA in 2002 indicated that significant cost savings were possible, with an improvement in the standard of delineation. This paper proposes a series of strategies which will allow funds to be invested in areas which provide the maximum benefit for the road user.
