Traditionally, highway maintenance in Utah, has been budgeted on the basis of miles or lane-miles of highway, and past experience. Resources are allocated under the budget to districts and subdistricts in terms of money for labor, equipment, materials, and contractual services. Allocations under the performance budget are made in the same manner. However, now the maintenance requirements are defined in terms of activities. The performance budget system also requires that several kinds of standards be set. These are discussed and described.
