The urban structure and the spatial allocation of opportunities and services, economical and cultural constraints, the behaviour of politicians and decisionmakers in choice of priorities regarding urban transport restrict the mobility of the majority of the population in Africa. Mobility is influenced in European cities by a number of factors, whereby there are some similarities between European and African cities. But the decisionmakers act differently. The European decisionmakers attemp to promote public mobility. Approaches and facts about economical, social and ecological performance of the multi-modal transport systems in German cities are interesting examples. The evolution of the African urban transport systems hampers `sustainable' development. Political, technical and social change is necessary and requires international support.
