Structural asphalt pavements are re-emerging in New Zealand for both highly trafficked public roads as well as for industrial pavements. However,the design basis for highways is essentially the 1978 Shell fatigue relationship. Laboratory simulation of the asphalt under loading, for both rutting and fatigue, has given Works Infrastructure an alternative to the recipe approach for confirming adequacy of mix. The approach has been applied in a wide range of pavements and has enabled warranting asphalt products on a performance basis, in much the same way that other materials (e.g. reinforcing steel) are certified. This paper reports on development and application of asphalt mixes based on conventional designs, as well as innovative applications of stone mastic asphalt, and the place of laboratory testing for refining and confirming mixes.
