The objective of the conference was to bring together a group of government , academic, and business leaders who had experience in transportation systems performance measures and performance-based planning and programming to address: organisational approaches to implementing and using performance measures in transportation systems, including the connection between measures and decision making; implementation experience regarding the state of the practice as well as lessons and guidelines for moving forward; customer perspectives of transportation system performance; application of multimodal measures in the planning process and the assessment of system performance; technical issues involving data, number and type of measures, and trade-off analysis. The conference was organised around four main topics: linking performance measures with decision making; implementing transportation system performance measures in agencies; selecting measures, data needs, and analytical issues; connecting system performance measures to broader goals.
