Performance of road administrations : introductory report.

Restructuring the road sector, the role and responsibilities of the various government levels, definition of the role of the private sector and its relationship with road administrations or para-governmental organisations, and description of how other modes of transportation are taken into consideration in the work and tasks of the road administrations. Work carried out on the development of performance measuring tools clearly shows that this problem constitutes one of the main present concerns of a considerable proportion of road traffic authorities. Implementation of quality management systems to improve performance is one of the main objectives of many road administrations all over the world. Quality management systems may be developed in relation to their project's priority or complex activities or to the whole of a road administration. For the future, there is a need to study further the methods available for securing an adequate supply of funds and improving value for money from the funds available. Consideration should also be given to determining how the demand for road services can be related to land and transport planning and to the opportunities for intermodal transport and cross funding between modes to produce an overall efficient transport system.
