Samenvatting

The social policy on transport must be directed towards the needs of human beings getting around in their daily life, and particularly to the needs of those who have difficulty in getting around. It must particularly favour those modes which minimize noise, pollution, accidents, congestion and the reduction in the ability of other people to get around. The only fair solution is an equitable transport policy, based on social and environmental goals as well as those of efficiency and economy.
