The Dutch Ministry of Transport commissioned SEO Amsterdam Economics to evaluate a package of road safety measures aimed at young people. This package is known as "Plan 17". These measures are included in the note "De rijbewijsrevolutie" (See ST 20030829 fo) published by the Ministry at the end of 2002. This SEO evaluation is only directed at measures regarding young drivers. The evaluation involves a quick scan based on the criteria legitimacy, effectiveness, efficiency, uncertainties, process characteristics, and alternatives. It is concluded that Plan 17 is an effective and socially efficient policy plan. The plan is expected to reduce the annual number of traffic fatalities by 54, of in-patients by more than 1,500, and of slightly injured persons by 17,000. This means a 5-8% reduction in the total annual number of injured persons and fatalities in traffic. The costs are relatively low.
