This paper reports the development of an urban areas use model. The model's normative solution is to be utilized in the allocation of uses to locations so that net community return is maximized. A heuristic procedure for finding a good solution has been developed and programmed for the computer. The objective of urban area use allocations is to maximize the gross utility return from the use of area and from economies of scale, less the utility costs of transportation of adaptation of locations to uses, and of incompatibility between proximate uses.
