The cost of providing government- owned public transportation services has been escalating dramatically in recent years, and governments are increasingly reluctant or unable to fund rapidly increasing deficits. There is considerable evidence that private for- profit firms could provide these services at far less cost, often eliminating deficits. This paper describes various ways in which the private sectors can be involved.
