This paper deals with the role of research in the preparation and elaboration of the Fourth Memorandum on Physical Planning. It has been prepared according to the principles of framework planning, i.e., it offers a framework for future policydecisions by government and other actors with whom consultations take place both on plan preparation and plan observance.
