Planning a province-wide cycling network : the `route verte'.

This paper was presented at the "Cities, towns and traffic" session. These proceedings are available on CD-ROM. The "Route verte" is based on a general concept that links all Quebec's regions and capitalizes on regional cycling projects, either already in existence or planned. The final choice of route is made in cooperation with stakeholders, particularly through regional "Route verte" committees composed of municipal representatives, development corporations, tourist associations, regional recreation councils, etc., and the Ministere des transports, where necessary. Funding is a major challenge. Apart from municipal investments and the sums available under the "Bicycle policy" of the Ministere des transports for work on its road network, there is no program devoted solely to cycling facilities in Quebec. Hence, an interdepartmental committee has been set up to explore innovative sources of funding for this type of infrastructure, particularly among cyclists themselves. (A)
