Plans for the freeway : integrating ITS planning into freeway design.

Taiwan's national freeways and expressways are steadily moving into the 21st century under an integrated management approach which is essential to predict future usage and provide services to meet these needs. The Taiwan National Expressway Engineering Bureau (TANEEB) and China Engineering Consultants, Inc. are currently implementing computerised traffic management systems to improve freeway, expressway, and tunnel control in Taiwan. To help implement regional control strategies and automatically manage control devices, a thorough design review and evaluation was made, based on available Intelligent Transport System (ITS) technologies and development concepts. This modular implementation was designed to serve as a basis for implementing advanced automatic traffic management systems (ATMS) and automatic traffic implementation systems (ATIS) elements using ITS. This article discusses the system approach used and the system design, which is based on advanced ITS considerations. Several priority projects are being recommended, which can be based on the traffic management systems now being developed. They include toll collection, commercial vehicle operation, ramp metering, traffic signal, and two-way communication systems. This modular ITS plan and process will be used to implement future advanced ITS elements.
