This paper concerns the administrative policy in Denmark to promote non-car modes of transport, especially walking. Cycling has always received more attention than walking as an alternative to the private car. Legislation has not been able to ensure promotion of non-car transport, although various organisations exist which encourage this. Town planning has sometimes addressed the issue of reducing car use. Road safety work has been able to improve facilities for cyclists and pedestrians and traffic calming measures have been implemented in some areas. Environmental protection planning has encouraged reduction in car use and recommended walking and cycling. However, public acceptance of walking has still not been gained.
