When the Nova Scotia Department of Transportation and Public Works (TPW) decided to implement an Environmental Management System (EMS) in 1999, a Highways Operations program was first developed and piloted in the Eastern District on a trial basis. In-house staff went through the process of identifying eleven aspects, developing objectives and designing practical and user friendly programs to fit both the requirements of the ISO 14000 standards and needs of the department. Meeting once a month in Sydney, it took the committee approximately one and one-half years before EMS program training with staff began. As the program started its field implementation in the spring of 2001, the Executive level of the department decided to expand the program to encompass the rest of the department in both Highway Operations as well as Public Works (Green Buildings).
