Policy sensitivity analysis of Karachi commuters.

The commuters change their behavior after the introduction of the new mode of transport. An incremental logit model was used in order to measure the change in behavior of commuters after the introduction of new proposed transport mode of a magnetic train. Car, Motorcycle, Para Transit, Bus and Coach were existing modes while magnetic train was considered to be a future mode. Both direct and cross elasticity were calculated for existing and future conditions of Karachi city. For RP data models, it was revealed that total travel time variable had higher direct elasticity of (-1.017) for bus, however the total time of coach had higher influence on the cross elasticity of bus while total cost divided by family income variable had higher effect on the cross elasticity of car, motorcycle and Para Transit. It was also observed that for SP data models the total travel time variable had a higher direct elasticity of (-0.506) for the magnetic train, however the total time of coach, motorcycle and bus had a higher influence on the cross elasticity of the magnetic train and the total cost divided by family income variable had a higher effect on the cross elasticity of Para Transit. Policy sensitivity in terms of a decrease in total travel time and total cost was analyzed for both already developed discrete models based on RP and SP data. It was proposed to enhance the bus system for RP and the magnetic train system for the SP data model. After evaluating various policies for present and future situation, it was recommended to reduce the 10 percent total travel time of both the bus and magnetic train which will increase the modal share of bus to 46 percent and the bus riders will increase by 12.5 percent and that of magnetic train to 42.2 percent and its riders will increase by 5.4 percent.
