This paper considers the need for action to reduce the adverse impacts of transport in Europe. In spite of previous attempts to reduce pollution and congestion, travel demand continues to increase, thus negating these efforts. There is a lack of political commitment to the issue of managing transport demand. In order to steer policy action towards reconciling rights to mobility, economic efficiency, safety and environmental protection, a means must be found of avoiding the creation of unnecessary transport demands.
