One of the aims of traffic management is the improvement of environmental conditions and freedom of movement on secondary roads. If this is to be achieved a clear picture of the existing travel demand must be obtained so that the planned primary road network is capable of handling the predicted major traffic flows. In Poplar, the design of highway junctions proved to be of major importance in encouraging as much traffic as possible to use the main road network whilst discouraging the use of secondary roads.
