The papers in this volume—which deals with portland cement concrete pavement construction; bridge design, construction, and rehabilitation; and construction quality management—should be of interest to construction, design, materials, and research engineers as well as contractors and materials producers. The four papers in Part 1 were submitted as unsolicited papers for the TRB 75th Annual Meeting but were unable to be programmed for presentation. The two papers in Part 2 were planned papers included in the program for a session on innovative construction procedures for bridge rehabilitation. The first two papers in Part 3 also were planned papers programmed for presentation in joint sessions on design and construction of steel bridges. The third paper by McEwan and Tsiatas was an unsolicited paper that was unable to be programed for presentation. The first five papers in Part 4 were solicited papers included in the program for a session on construction quality management. The last paper by Budwig was on the program of an earlier annual meeting. Many of the scheduled papers were not presented at the 75th Annual Meeting because participants were unable to reach Washington, D.C., in the wake of the severe snowstorm that occurred in the area. The Transportation Research Board and its volunteer committees are most appreciative of the authors’ interest in attending the meeting and sincerely regret that so many were unable to do so.
