The European GINA project is intended to address and overcome many of theinstitutional, technical and public acceptance hurdles currently faced bysatellite-based road user charging schemes. In particular the project will demonstrate the use of the European Geostationary Navigation Overlay Service (EGNOS) in providing improved accuracy. The GINA project is described. It is planned to implement a prototype road user charging (RUC) system demonstrating the full potential of Global Navigation Satellite System (GNSS)-based systems. Service requirements, system architecture and economic aspects will be demonstrated with the aim of boosting stakeholder and public acceptance. One aspect of the trial will be to test the technology's performance and cost effectiveness compared with standard Global Positioning System (GPS)-based systems. The use of EGNOS position integrity to prevent large position errors going undetected is expected to improve the accuracy of charge calculation and be a particular benefit of the system. The trial of an RUC system in the Netherlands using GNSS equipment is described. The Dutch ABvM (Alternative Payment Method for Mobility) programmeis expected to be used to replace road transport taxes and will be compulsory for all Dutch road users. Details are provided of the programme for testing and launching the scheme.
