TISPOL’s primary role is of course traffic law enforcement, and TISPOL regards the level of such enforcement by its members as instrumental to the current decrease in road traffic fatalities across Europe since 2001. Much has been done but there is much more to be achieved. TISPOL aspires that the enforcement strategies and procedures in its member states improve to the level of those states that have set the highest benchmark for effectiveness in reducing road deaths and serious injuries. In this regard, TISPOL wants its members to pursue automated speed enforcement strategies, yet be careful to retain the traffic policing role in the educational, training and publicity aspects of speed management. TISPOL supports the EU Commission and member states in the pursuit of improved cross border enforcement. The VERA and CAPTIVE projects have laid the foundation for the required procedures needed to ensure that road users who offend will be apprehended and dealt with equitably regardless of where they travel or where they reside. This position paper clearly states the current views and aspirations of the TISPOL Speed Working Group and is the result of Pan European consultation between the members of the group and colleagues on the TISPOL Council. The assistance and cooperation of those consultees is acknowledged as it gave a balanced and unilateral position as Europe currently stands. This paper will continue to be a “live” document and will be modified and updated where appropriate should the position of TISPOL change in the future. (Author/publisher)
