Samenvatting

In may 2005 the municipality of Copenhagen decided to undertake a study of possible road pricing schemes to be implemented in the city. The study was carried out by a consortium of key research, dtu and tetraplan. The study concluded that three different schemes should be presented for the politicians for further discussions. The schemes include a small cordon ring, a medium cordon ring, and a charge covering the greater Copenhagen area. The process towards these three schemes was carefully designed to ensure that all relevant schemes were preliminarily evaluated before a more limitedselection was chosen. The traffic, environmental, location and social effects of the three schemes were estimated using different models. Currentlythe politicians in the council are in favour of the medium sized cordon ring, as it will result in overall traffic reductions in the whole municipality, while the increase in traffic outside the ring will mainly happen onthe ring road called motorring 3. The large km-charge system is also verymuch liked, but due to the technical problems of implementing a km-chargesystem based on gps technologies, the politicians prefer the cordon ring scheme as it can be implemented more quickly.
