This report documents and presents the results of a research project intended to design a process and develop a tool (system) to assess the effectiveness of a multidisciplinary, multiagency training curriculum for traffic incident management (TIM). Needs were analysed, business requirements established, and a TIM assessment tool was specified, designed, developed and tested. The findings of the research established the business and technical feasibility of developing such a TIM assessment tool, using readily available, cost-effective technology, which would support a full, four-level “Kirkpatrick Model” evaluation methodology applicable to evaluating the effectiveness of this training curriculum.
